Republic, to the Citizen José Maria de Pando, Minister 1832 of State in the Department of Government and Foreign Affairs; who, after recognizing and exchanging their respective Full Powers, have agreed upon the following Articles:

Art. I. There shall be unalterable peace and constant and sincere friendship between the State of Equator and the Peruvian Republic, and between the Citizens of both Countries.

II. There shall also be an alliance between the 2 States for their mutual defence against any foreign aggression.

III. The contracting Parties agree to invite the Republics of Bolivia and Chile, respectively, to form with the States of Equator and Peru a quadruple alliance, for the purpose mentioned in the preceding Article.

IV. In the event of the Republic of Equator having any subject of disagreement with any of the other Continental States, that of Peru shall offer its mediation for an amicable arrangement of it; the State of the Equator rendering a similar service, should the Peruvian Republic find itself in like circumstances.

V. If this mediation should unfortunately prove unsuccessful and either of the Contracting Parties should find itself threatened by an external Enemy, it may require from the other, the assistance of Vessels of War, Troops, and any other description of aid that it may deem necessary, which aid must be afforded immediately upon its being applied for.

VI. All the expenses of the transport of troops, as well as of their maintenance and pay, the arming of Vessels, and other assistance afforded, shall be paid by the Contracting Party applying for them.

VII. Should any disagreement arise between the State of Equator and the Peruvian Republic, every conciliatory means suggested by the strict union between them shall be employed for its friendly settlement, and in the unexpected case of the Plenipotentiaries being unsuccessful in their endeavours to effect the same, the question shall be referred to another State for its arbitration.

XI. Ninguno de los Gobiernos del Ecuador del Perú permitirá que los asilados en su Territorio por opiniones políticas, ó por hechos que hayan resultado ellas, ataquen la seguridad pública del Pais a que pertenezcan, promoviendo sediciones desde el lugar donde residan.

En tal caso el Gobierno, que descubra estos manejos, pedirá con Documentos que los acrediten, que sean retirados de sus fronteras al lugar que ellos elijan dentro del Territorio de la República donde se hallen refugiados, y que no podrá distar de estas menos de 50 leguas.

XII. Los desertores del Ecuador al Perú, y del Perú al Ecuador, serán asilados; pero cada Estado devolverá el armamento, caballos y equipo que estos lleven consigo debiendolos entregar para el efecto á la primera autoridad fronteriza del Estado á que pertenezcan.

Equatorians in Peru, and Peruvians in Equator, shall be exempted from military service, and from the extraordinary Contributions imposed by the Laws of the two Nations upon their respective Citizens: with the exception of such individuals as have obtained the right of Citizenship, according to the Laws of each Country..

X. Neither of the 2 Contracting Parties shall afford an asylum within its Territory to notorious robbers, assassins, incendiaries, and false coiners, and should any criminal of this description endeavour to seek refuge in either State, he shall be delivered up to the Country in which the crime was perpetrated, as soon as he shall have been claimed by the Minister for Foreign Affairs, accompanied by an authentic Copy of the final Sentence pronounced against the delinquent. XI. Neither of the Governments of Equator or Peru shall allow persons, who have sought an asylum within its Territory, either in consequence of their political opinions or of acts resulting from those opinions, to attack the public safety of the Country to which they belong, by promoting sedition from the place where they reside.

In such case, the Government which shall discover these machinations, may require, (the requisition being companied by the necessary Documents in proof,) that the parties so offending shall be removed from its Frontiers to the place which they themselves shall choose, within the Territory of the Republic which affords them an asylum, and which place shall not be within 50 leagues of the said Frontiers.

XII. The Deserters from Equator to Peru, and from Peru to Equator, shall be allowed an asylum; but each State shall return the arms, horses, and equipments brought by the said Deserters, for which purpose they must be delivered up to the nearest Frontier Authority of the State to which they belong.

XIII. Neither of the two States shall employ

XVII. El presente Tratado será ratificado, y Ratificaciones cangeadas en el término de 60 a contados desde la fecha, ó mas pronto si fuese sible, y sometido á la aprobacion de los Congr respectivos, tan luego como se reunan.

En fé de lo cual, nos los infrascriptos Minis de las Partes Contratantes, hemos firmado el p sente Tratado de Amistad y Alianza, selland con las armas de nuestras respectivas Repúblic en la Ciudad de Lima á 12 dias del mes de Ju del año del Señor de 1832.

XIV. Until a Convention, respecting the limits of the 2 States, shall have been concluded, the present limits shall be recognized and respected.

XV. The liquidation of the debts existing between the two Republics, shall be deferred until the period when this business shall be definitively agreed upon, between Equator and the other States of Colombia.

XVI. The two Republics shall have a resident Minister at their respective Governments, or, in default of them, Chargés d'Affaires, who shall maintain the strict relations established by this Treaty.

XVII. The present Treaty shall be ratified, and the Ratifications exchanged within the term of 60 days, reckoned from the date thereof, or sooner if possible, and shall be submitted to the approval of the respective Congresses, as soon as they assemble.

In faith of which, we, the Undersigned Ministers of the Contracting Parties, have signed the present Treaty of Friendship and Alliance, sealing it with the Arms of our respective Republics, in the City of Lima, on the 12th day of the month of July, in the year of our Lord, 1832.
