which maketh the effect more pernicious is, that all proportion is lost : it were disproportion enough for the servant's good to be preferred before the master's; but yet it is a greater extreme, when a little good of the servant shall carry things against a great good of the master's. And yet that is the case of bad officers, treasurers, ambassadors, generals, and other false and corrupt servants; which set a bias upon their bowl of their own petty ends and envies, to the overthrow of their master's great and important affairs. And for the most part, the good such servants receive, is after the model of their own fortune; but the hurt they sell for that good, is after the model of their master's fortune. And certainly it is the nature of extreme self-lovers, as they will set an house on fire, and it were but to roast their eggs: and yet these men many times hold credit with their masters, because their study is but to please them, and profit themselves: and for either respect they will abandon the good of their affairs.

Wisdom for a man's self is in many branches thereof a depraved thing. It is the wisdom of rats, that will be sure to leave a house somewhat before it fall. It is the wisdom of the fox, that thrusts out the badger, who digged and made room for him. It is the wisdom of crocodiles, that shed tears when they would devour. But that which is specially to be noted is, that those which, as Cicero says of Pompey, "sui amantes sine rivale," are many times unfortunate. And whereas they have all their time sacrificed to themselves, they become in the end themselves sacrifices to the inconstancy of fortune, whose wings they thought by their self-wisdom to have pinioned.

XXIV. OF INNOVATIONS.

As the births of living creatures at first are ill shapen; so are all innovations, which are the births of time. Yet notwithstanding as those that first bring honour into their family, are commonly more worthy than most that succeed: so the first precedent, if it be good, is seldom attained by imitation. For ill, to man's nature, as it stands perverted, hath a natural motion strongest in continuance but good, as a forced motion, strongest at first. Surely every medicine is an innovation, and he that will not apply new remedies, must expect new evils; for time is the greatest innovator: and if time of course alter things to the worse, and wisdom and counsel shall not alter them to the better, what shall be the end? It is true, that what is settled by custom, though it be not good, yet at least it is fit. And those things which have long gone together, are, as it were, confederate within themselves: whereas new things piece not so well; but though they help by their utility, yet they trouble by their inconformity. Besides, they are like strangers, more admired, and less favoured. All this is true if time stood still; which contrariwise moveth so round, that a froward retention of custom is as turbulent a thing as an innovation: and they that reverence too much old tines are but a scorn to the new. It were good therefore, that men in their innovations would follow the example of time itself, which indeed innovateth greatly, but

quietly and by degrees scarce to be perceived: for otherwise, whatsoever is new is unlooked for; and ever it mends some, and impairs others: and he that is holpen takes it for a fortune, and thanks the time; and he that is hurt, for a wrong, and imputeth it to the author. It is good also not to try experiments in states, except the necessity be urgent, or the utility evident; and well to beware that it be the reformation that draweth on the change, and not the desire of change that pretendeth the reformation. And lastly, that the novelty, though it be not rejected, yet be held for a suspect: and, as the Scripture saith, "that we make a stand upon the ancient way, and then look about us, and discover what is the straight and right way, and so to walk in it."

XXV. OF DESPATCH.

Affected despatch is one of the most dangerous things to business that can be. It is like that which the physicians call predigestion, or hasty digestion, which is to fill the body full of crudities and secret seeds of diseases. Therefore measure not despatch by the times of sitting, but by the advancement of the business. And as in races, it is not the large stride, or high lift, that makes the speed; so in business, the keeping close to the matter, and not taking of it too much at once, procureth despatch. It is the care of some, only to come off speedily for the time; or to contrive some false periods of business, because they may seem men of despatch. But it is one thing to abbreviate by contracting, another by cutting off: and business so handled at several sittings or meetings, goeth commonly backward and forward in an unsteady manner. I know a wise man that had it for a by-word, when he saw men hasten to a conclusion, "Stay a little, that we may make an end the sooner."

On the other side, true despatch is a rich thing. For time is the measure of business, as money is of wares; and business is bought at a dear hand, where there is small despatch. The Spartans and Spaniards have been noted to be of small despatch: "Mi venga la muerte de Spagna;" Let my death come from Spain; for then it will be sure to be long in coming.

Give good hearing to those that give the first information in business and rather direct them in the beginning, than interrupt them in the continuance of their speeches: for he that is put out of his own order, will go forward and backward, and be more tedious while he waits upon his memory, than he could have been if he had gone on in his own course. But sometimes it is seen, that the moderator is more troublesome than the actor.

Iterations are commonly loss of time: but there is no such gain of time, as to iterate often the state of the question; for it chaseth away many a frivolous speech as it is coming forth. Long and curious speeches are as fit for despatch, as a robe or a mantle with a long train is for race. Prefaces, and passages, and excusations, and other speeches of reference to the person, are great wastes of time; and Both they seem to proceed of modesty, they are bravery. Yet

beware of being too material, when there is any impediment or obstruction in men's wills; for pre-occupation of mind ever requireth preface of speech; like a fomentation to make the unguent enter.

Above all things, order, and distribution, and singling out of parts, is the life of despatch: so as the distribution be not too subtile: for he that doth not divide, will never enter well into business: and he that divideth too much, will never come out of it clearly. To choose time, is to save time; and an unseasonable motion is but beating the air. There be three parts of business; the preparation, the debate or examination, and the perfection. Whereof, if you look for despatch, let the middle only be the work of many, and the first and last the work of few. The proceeding upon somewhat conceived in writing, doth for the most part facilitate despatch: for though it should be wholly rejected, yet that negative is more pregnant of direction than an indefinite; as ashes are more generative than dust.

XXVI. OF SEEMING WISE.

It hath been an opinion, that the French are wiser than they seem, and the Spaniards seem wiser than they are. But howsoever it be between nations, certainly it is so between man and man. For as the apostle saith of godliness, "having a show of godliness, but denying the power thereof;" so certainly there are in point of wisdom and sufficiency that do nothing or little very solemnly; “magno conatu nugas." It is a ridiculous thing, and fit for a satire to persons of judgment, to see what shifts these formalists have, and what prospectives to make superficies to seem body that hath depth and bulk. Some are so close and reserved, as they will not show their wares but by a dark light; and seem always to keep back somewhat; and when they know within themselves, they speak of that they do not well know, would nevertheless seem to others to know of that which they may not well speak. Some help themselves with countenance and gesture, and are wise by signs; as Cicero saith of Piso, that when he answered him, he fetched up one of his brows up to his forehead, and bent the other down to his chin: "respondes, altero ad frontem sublato, altero ad mentum depresso supercilio, crudelitatem tibi non placere." Some think to bear it by speaking a great word, and being peremptory; and go on, and take by admittance that which they cannot make good. Some, whatsoever is beyond their reach, will seem to despise or make light of it as impertinent or curious; and so would have their ignorance seem judgment. Some are never without a difference, and commonly, by amusing men with a subtilty, blanch the matter; of whom A. Gellius saith, "hominen delirum, qui verborum minutiis rerum frangit pondera." Of which kind also, Plato in his "Protagoras" bringeth in Prodicus in scorn, and maketh him make a speech that consisteth of distinctions from the beginning to the end. Generally such men in all deliberations find ease to be of the negative side, and affect a credit to object and foretel difficulties: for when propositions are denied, there is an end of them; but if they be

fully counselled, and more for the good of them that counsel, than of him that is counselled. For which inconveniences the doctrine of Italy, and practice of France, in some kings' times, hath introduced cabinet counsels: a remedy worse than the disease.

As to secrecy, princes are not bound to communicate all matters with all counsellors, but may extract and select. Neither is it necessary, that he that consulteth what he should do, should declare what he will do. But let princes beware, that the unsecreting of their affairs comes not from themselves. And as for cabinet counsels, it may be their motto ; "Plenus rimarum sum :" one futile person, that maketh it his glory to tell, will do more hurt than many that know it their duty to conceal. It is true, there be some affairs which require extreme secrecy, which will hardly go beyond one or two persons besides the king: neither are those counsels unprosperous; for besides the secrecy, they commonly go on constantly in one spirit of direction without distraction. But then it must be a prudent king, such as is able to grind with a hand-mill; and those inward counsellors had need also to be wise men, and especially true and trusty to the king's ends; as it was with king Henry the seventh of England, who in his greatest business imparted himself to none, except it were to Morton and Fox.

For weakening of authority; the fable showeth the remedy. Nay, the majesty of kings is rather exalted than diminished, when they are in the chair of counsel; neither was there any prince bereaved of his dependencies by his council, except where there hath been either an over-greatness in one counsellor, or an over-strict combination in divers; which are things soon found and holpen.

For the last inconvenience, that men will counsel with an eye to themselves certainly "Non inveniet fidem super terram" is meant of the nature of times, and not of all particular persons. There be that are in nature faithful and sincere, and plain and direct; not crafty and nvolved: let princes above all draw to themselves such natures. sides, counsellors are not commonly so united, but that one counsellor keepeth sentinel over another; so that if any do counsel out of faction or private ends, it commonly comes to the king's ear. But the best remedy is, if princes know their counsellors, as well as their counsellors know them:

Principis est virtus maxima nosse suos.

And on the other side, counsellors should not be too speculative into their sovereign's person. The true composition of a counsellor is rather to be skilful in their master's business, than in his nature; for then he is like to advise him, and not to feed his humour. It is of singular use to princes, if they take the opinions of their council both separately and together: for private opinion is more free, but opinion before others is more reverend. In private, men are more bold in their own humours; and in consort, men are more obnoxious to others' humours; therefore it is good to take both and of the inferior sort, rather in private, to preserve freedom; of the greater, rather in consort, to preserve respect. It is in vain for princes to take

counsel concerning matters, if they take no counsel likewise concerning persons: for all matters are as dead images; and the life of the execution of affairs resteth in the good choice of persons. Neither is it enough to consult concerning persons secundum genera, as in an idea or mathematical description, what the kind and character of the person should be; for the greatest errors are committed, and the most judgment is shown, in the choice of individuals. It was truly said, "optimi consiliarii mortui;” books will speak plain, when counsellors blanch. Therefore it is good to be conversant in them, specially the books of such as themselves have been actors upon the stage.

The councils at this day, in most places, are but familiar meetings; where matters are rather talked on, than debated: and they run too swift to the order or act of council. It were better, that in causes of weight the matter were propounded one day, and not spoken to till the next day; "in nocte consilium." So was it done in the commission of union between England and Scotland; which was a grave and orderly assembly. I commend set days for petitions : for both it gives the suitors more certainty for their attendance; and it frees the meetings for matters of estate, that they may hoc agere. In choice of committees, for ripening business for the council, it is better to choose indifferent persons, than to make an indifferency by putting in those that are strong on both sides. I commend also standing commissions ; as for trade, for treasure, for war, for suits, for some provinces ; for where there be divers particular councils, and but one council of estate, as it is in Spain, they are, in effect, no more than standing commissions; save that they have greater authority. Let such as are to inform councils out of their particular professions, as lawyers, seamen, mintmen, and the like, be first heard before committees; and then, as occasion serves, before the council. And let them not come in multitudes, or in a tribunitious manner; for that is to clamour councils, not to inform them. A long table, and a square table, or seats about the walls, seem things of form, but are things of substance; for at a long table, a few at the upper end, in effect, sway all the business; but in the other form, there is more use of the counsellors' opinions that sit lower. A king when he presides in council, let him beware how he opens his own inclination too much in that which he propoundeth for else councillors will but take the wind of him, and instead of giving free counsel sing him a song of Placebo.

XXI. OF DELAYS.

Fortune is like the market, where many times if you can stay a little, the price will fall. And again, it is sometimes like Sibylla's offer, which at first offereth the commodity at full, then consumeth part and part, and still holdeth up the price. For occasion, as it is in the common verse, turneth a bald noddle, after she hath presented her locks in front, and no hold taken: or at least turneth the handle of the bottle first to be received, and after the belly, which is hard to clasp. There is surely no greater wisdom, than well to time the beginnings and onsets of things. Dangers are no more light, if they once seem light:
