The resolution to compensate Robert Tweedy, and others, as attendants on the Senate, was read the second time; and,

It was determined in the affirmative.

The resolution to compensate Robert Tweedy, and others, for extra services, and to provide for a person to attend the office of the Secretary of the Senate, and to take care of the interior of the north wing of the capitol, during the recess of the Senate, was read the second time; and,

Mr. Johnson, of Kentucky, from the Committee on Roads and Canals, to which was referred the bill, entitled "An act for the preservation and repair of the Cumberland road," reported the same without amendment; and,

The Senate resumed, as in committee of the whole, the consideration of the bill for the disposition of certain special bank deposites; and no amendment having been made thereto, it was reported to the Senate; and,

The Senate resumed, as in committee of the whole, the consideration of the bill, entitled "An act further to amend the several acts relative to the Treasury, War, and Navy Departments;" and,

The President communicated a letter from the Postmaster General, transmitting a list of unproductive post roads for the year 1821; and the letter and list were read.

The Senate resumed the consideration of the report of the Committee on Commerce and Manufactures, to which was referred the act of the Legislature of Mississippi, making appropriations for the Natchez hospital; and,

On motion,

Ordered, That the further consideration thereof be indefinitely postponed.

The Senate resumed, as in committee of the whole, the consideration of the bill to relieve the people of Florida from the operation of certain ordinances; Mr. Chandler in the chair; and the bill having been amended, it was reported to the Senate; and, the amendments being concurred in,

On the question, "Shall this bill be engrossed and read a third time?"

It was determined in the affirmative.

The bill vesting in the respective states the right of the United States to all fines assessed for the non-performance of militia duty during the last war, having been reported by the committee correctly engrossed, was read a third time.

Resolved, That this bill pass, and that the title thereof be “An act vesting in the state of Pennsylvania the right of the United States to all fines assessed for the non-performance of militia duty during the late war with Great Britain."

Ordered, That the Secretary request the concurrence of the House of Representatives in this bill.

The bill to amend an act, entitled "An act to regulate trade and intercourse with the Indian tribes, and to preserve peace on the frontiers," approved 30th March, 1802, having been reported by the committee correctly engrossed, was read a third time.

Resolved, That this bill pass, and that the title thereof be "An act to amend an act, entitled An act to regulate trade and intercourse with the Indian tribes, and to preserve peace on the frontiers,' approved 30th March, 1802."

Ordered, That the Secretary request the concurrence of the House of Representatives in this bill.

The bill in addition to the act concerning navigation, having been reported by the committee correctly engrossed, was read a third time.

The bill, entitled "An act to repeal the act, entitled An act to encourage vaccination," was read a third time.

The Senate resumed, as in committee of the whole, the consideration of the bill, entitled "An act for the relief of certain insolvent debtors;" Mr. Parrott in the chair; and, after debate,

Mr. Holmes, of Maine, from the Committee on Finance, to which was referred the bill, entitled "An act for the appointment of deputy collectors of the customs," reported the same without amendment; and,

Mr. Smith submitted the following resolution for consideration, which was read:

Resolved, That there be added to the rules of the Senate, the following rule:

"When the yeas and nays shall be taken on any question, in pursuance of the sixteenth rule of the Senate, each member, when called, shall distinctly answer, from his seat, his yea or nay; but no member shall be permitted to give his yea or nay, under any circumstances whatever, who shall be absent from his seat at the time when his name shall be called.

A message from the House of Representatives, by Mr. Dougherty, their Clerk:

Mr. President: The Speaker of the House of Representatives having signed two enrolled bills, I am directed to bring them to the Senate, for the signature of their President.

The President of the United States, on the 30th ultimo, approved and signed "An act making appropriations for the support of government for the year one thousand eight hundred and twenty-two;" and, on the 1st instant, "An act making appropriations for the public buildings;" "An act for the relief of James May, and the representatives of William Macomb;" "An act restoring to the ship Diana the privileges of a sea letter vessel;" and, also, "An act for the relief of John Thomas."

The House of Representatives have passed a bill, entitled "An act providing for the disposal of the public lands in the state of Mississippi, and for the better organization of the land districts in the states of Alabama and Mississippi;” a bill, entitled "An act to extend the charter of the Mechanics' Bank of Alexandria;" and, also, a bill, entitled “An act further to regulate the Post Office Department;" in which bills they request the concurrence of the Senate. And he withdrew.

The said three bills were read; and,

Ordered, That they severally pass to the second reading.

The bill, entitled "An act providing for the disposal of the public lands in the state of Mississippi, and for the better organization of the land districts in the states of Alabama and Mississippi," was read the second time by unanimous consent; and,

On motion,

Ordered, That it be referred to the Committee on Public Lands, to consider and report thereon.

The bill, entitled "An act to extend the charter of the Mechanics' Bank of Alexandria, in the District of Columbia," was read the second time by unanimous consent; and,

On motion,

Ordered, That it be referred to the Committee on the District of Columbia, to consider and report thereon.

The bill, entitled "An act further to regulate the Post Office Department," was read the second time; and,

On motion,

Ordered, That it be referred to the Committee on the Post Office and Post Roads, to consider and report thereon.

The President signed the two enrolled bills last reported to have been examined, and they were delivered to the committee, to be laid before the President of the United States.

After the consideration of Executive business,

The Senate adjourned.
