Gentlemen of the Senate

and House of Representatives:

I herewith send you a communication received from the Secretary of War of the United States, requesting the passage of an act by the Legislature of this State, consenting to the purchase by the United States, and ceding jurisdiction over, certain lands at Key West and other places within this State, for military purposes, with the papers accompanying said communication.

Having already approved an act of the Legislature in relation to the same subject, it only remains for me to submit to your consideration the propriety of passing an act explanatory and amendatory of that just referred to, in order more effectually to carry out the object contemplated by the United States government.

Which communication from the Secretary of War, was referred to a select committee consisting of Messrs. Wall, Mays and Bell. Mr. Wall offered the following resolution:

Resolved, That the Governor be requested to cause a certified copy of the Act giving the assent of this State to the purchase by the United States, and ceding to them jurisdiction over certain lands in the Island of Key West, &c., to be forthwith transmitted to the Secretary of War of the United States.

Which was read the first time, the rule waived, and adopted. Mr. Wall moved that the subject matter under the 17th Article of the Constitution entitled, Schedule and Ordinance, be referred to the Committee on Banks and Corporations.

Which was adopted.

ORDERS OF THE DAY.

The resolution respecting taxation, came up on a third reading, and was laid on the table.

The resolution to adjourn on the fifteen instant, was read a second time, and laid on the table.

The resolution respecting the division of Senators into classes, was read a second time, and laid on the table.

On motion of Mr. Wright, the Senate took a recess until 4 o'clock,

Mr. Hawkins from the Committee on the Executive Department reported,

A bill to be entitled, An Act fixing the salary of Governor of this State, and to authorize the appointment of a Governor's Secretary and clerk for the Executive Department, and for other purposes. Which was read the first time.

Mr. Walker moved to print seventy-five copies of the bill, which was lost.

Mr. Wright from the Select Committee, respecting the Library, reported

A bill to be entitled, An Act respecting the books and Maps belonging to this State.

Which was read the first time.

The bill to be entitled, An Act for the making an enumeration of the inhabitants of the State of Florida, came up, and was read a second time.

The Senate went into Committee of the whole on said bill, Mr. Mays in the chair, and after some time spent therein, rose and reported the bill back with various amendments.

Which report was received, and the amendments concurred in. Mr. Haughton offered the following, to be added to the seventh section of the bill as reported by the committee of the whole :

Also, the amount of Corn, Sea Island and other kinds of Cotton, Tobacco, Sugar, Oranges and other tropical fruits sold in market, Oats and Potatoes, which were grown in this State during the year 1844."

Which amendment was lost.

Mr. Broward moved to strike out the words, "twenty-five per cent," in the eighth section of the bill, and insert the words, "fifteen per cent."

Which motion prevailed.

The bill was then ordered to be engrossed as amended for a third reading on to-morrow.

Mr. Walker moved to print seventy-five copies of the bill relative to fixing the salary of the Governor, appointment of Governor's secretary, &c.,

Which motion prevailed.

On motion of Mr. Walker, the Senate adjourned until to-morrow, 12 o'clock, M.

WEDNESDAY, July 9, 1845.

The Senate met pursuant to adjournment, and a quorum being present, yesterday's proceedings were read and approved.

On motion of Mr. Carter, the resolutions respecting taxation, adjournment on the 15th inst., and the division of Senators into two classes,

Were taken from the table, and placed among the Orders of the Day.

Mr. Broward presented a memorial and resolution asking remuneration of Congress for losses in the Seminole War.

Which was read the first time.

ORDERS OF THE DAY.

The bill to be entitled, An Act to organize the office of Attorney General of the State of Florida, of the unfinished business of yesterday, came up on a second reading.

The Senate resolved itself into a committee of the whole on said bill, Mr. Carter in the Chair, and after some time spent therein, rose and reported progress, and asked leave to sit again at 4 o'clock, P. M.

Which was granted.

The Senate took a recess until 4 o'clock, P. M.

The Senate resumed, as in committee of the whole, the consideration of the bill to organize the office of Attorney General of the State of Florida, and after some time spent therein, rose and reported progress and asked leave to sit again.

Which was granted.

A bill to be entitled An Act fixing the salary of Governor of this State and to authorize the apointment of a Governor's Secretary and Clerk of the Executive Department and for other purposes, came up on a second reading;

The Senate resolved itself into a Committee of the Whole on said bill, Mr. Mays in the chair, and after some time spent there. in rose and reported the bill back with several amendments. Which report was concurred in.

The bill was then ordered to be engrossed as amended for a third reading.

A bill to be entitled, An Act to organize the office of Secretary of State,

Was read a second time and postponed until to-morrow.

A bill to be entitled, An Act to class the Senators of this State, Was read a second time and ordered to be engrossed for a third reading.

A bill to be entitled, An Act to fix the compensation of members of the General Assembly of this State,

Was read a second time.

The Senate resolved itself into a Committee of the Whole on said bill, Mr. McLean in the chair, and after some time spent therein, rose and reported progress, and asked leave to sit again. Which was granted.

The resolution respecting boundaries for the State,

Was read a second time.

The bill from the House to be entitled, An Act to repeal an act to provide the mode of punishment for certain offences at Key West in the Southern Judicial District,

Was read a second time and ordered for a third reading.

A bill to be entitled, An Act to organize the Supreme Court of the State of Florida,

Was read a second time, and ordered to be engrossed for a third reading.

A bill to be entitled, An Act respecting the Books and Maps belonging to this State,

Was read a second time, and ordered to be engrossed.

A bill to be entitled, An Act to organize the Circuit Courts of the State of Florida,

Was read a second time, and postponed until to-morrow.

The engrossed bill to be entitled, An Act to provide for the making an enumeration of the inhabitants of the State of Florida, Was postponed until, and made the special order for to-morrow. The resolution respecting Taxation came up on its third reading. On the question of adopting the resolution, the yeas and nays were called for by Messrs. Carter and Wright, and were:

Yeas-Messrs. Broward, Carter, Center, Priest and Wall-5. Nays-Mr. President, Messrs. Bellamy, Bell, Goodbread, Haughton, Hawkins, Mays, McLean, Porter, Walker, White and Wright -12.

So the resolution was lost.

The resolution respecting the division of Senators into two classes,

Came up on its third reading, and was postponed until to-morrow.
The resolution to adjourn on the 15th instant,

Came up on its third reading and was laid on the table.
The Senate adjourned until to-morrow, 10 o'clock, A. M.

THURSDAY, July 10, 1845.

The Senate met pursuant to adjournment, and a quorum being present, yesterday's proceedings were read and approved.

Was taken from the table, and placed among the Orders of the Day.

Mr. Walker from the Committee on the Judiciary, reported a bill to be entitled,

An Act to organize Courts of Probate for the State of Florida. Which was read the first time, and seventy-five copies ordered to. be printed.

ORDERS OF THE DAY.

The engrossed bill to be entitled, An Act to provide for the mak ing an enumeration of the inhabitants of the State of Florida.

Came up on a third reading, and on motion of Mr. Carter, was recommitted to the Committee on Census and apportionment.

Was read a third time.

On the passage of the bill, the

Nays-Messrs. Bell and Wright-2.
