Mr. Doddridge presented a representation of the Grand Jury of the county of Alexandria, in the District of Columbia, upon the subject of the administration of justice in the District of Columbia, and the organization of the courts in said District; which representation was referred to the Committee for the District of Columbia.

Mr. Wilde presented a petition of J. Winter Browne, a subject of the King of England, now residing in the State of Georgia, praying that letters patent may be granted him for his improvement in the art of constructing rail roads, without requiring a previous residence for the period of two years in the United States; which petition was referred to the Committee on the Judiciary.

Mr. Wickliffe presented a petition of inhabitants of St. Louis, in the State of Missouri, praying that provision may be made for rendering the Ohio river navigable at all seasons of the year for steamboats drawing three and four feet water.

Mr. Irwin, of Pennsylvania, presented a petition of the President and Managers of the Monongahela Bridge Company, in the State of Pennsylvania, praying Congress to authorize a subscription of stock in the said company, on behalf of the United States.

Ordered, That the said petitions be referred to the Committee on Internal Improvements.

Mr. Everett, of Massachusetts, presented a memorial of the Trustees of the New England Asylum for the Blind, praying for the aid and patronage of the Government of the United States in the endowment of said institution; which memorial was referred to a select committee; and

Mr. Everett, of Massachusetts, Mr. Lea, Mr. Davis, of Massachusetts, Mr. Beekman, Mr. Crawford, Mr. Davis, of South Carolina, and Mr. Evans, of Maine, were appointed the said committee.

Mr. Whittlesey, from the Committee of Claims, made a report on the caser, of James Lucius Sawyer, accompanied by a bill (No. 530 for his relief; which bill was read the first and second time, and committed to a Committee of the Whole House to-morrow.

Mr. Whittlesey, from the same committee, made an unfavorable report on the petition of Jonathan Ware; which was read, and laid on the table. Mr. Verplanck, from the Committee of Ways and Means, reported a bill (No. 531) making appropriations for the naval service for the year 1831; which bill was read the first and second time, and committed to the Committee of the Whole House on the state of the Union.

Mr. De Witt, from the Committee on Revolutionary Claims, made a report on the petition of Frederick Raymer, accompanied by a bill (No. 532) for his relief; which bill was read the first and second time, and committed to a Committee of the Whole House to-morrow.

Ordered, That the Committee on Revolutionary Claims be discharged from the further consideration of the petitions of William Ward and John Cunningham, and that the said petitions do lie on the table.

Mr. Trezvant, from the Committee on Military Pensions, which was instructed, on the 17th ultimo, "to inquire into the expediency of extending the provisions of the pension laws so as to embrace the militia in the service any of the States during the revolutionary war," made an adverse report thereon; which was read, and laid on the table.

Mr. Trezvant, from the Committee on Military Pensions, which was instructed, on the 21st instant, "to inquire into the expediency of extending the provisions of the pension laws to all the surviving officers and soldiers of the army of the revolution who served for the period of time therein specified," reported a bill (No. 534) to explain and amend the several acts to provide for certain persons engaged in the land and naval service of the United States in the revolutionary war; which bill was read the first and second time, and committed to the Committee of the Whole House on the state of the Union.

Mr. Trezvant, from the Committee on Military Pensions, to which was referred the bill from the Senate, (No. 30,) entitled "An act for the relief of Samuel Nowell," reported the same without amendment, and recommended that the said bill be rejected.

Resolved, That the President of the United States be requested to communicate to this House (if, in his opinion, it may be done without injury to the public interest) copies of the correspondence which may been had between the American Minister at London and the Government of his Britannic Majesty, since the 4th day of March, 1829, relative to the opening of the ports of the United States to British vessels coming from the British West India colonies, and relative to the terms and conditions on which the importation into the said colonies of the productions of the United States might be allowed in American vessels.

Resolved, That the Committee of Elections be directed to inquire into the expediency of making provision by law for taking evidence in case of contested elections of members of the House of Representatives of the United States, and to compel the attendance of witnesses.

Resolved, That the Committee on Military Pensions be instructed to inquire into the expediency of making such alterations in the act, entitled "An act for the relief of certain surviving officers and soldiers of the army of the revolution," approved May 15, 1828, as to exclude from its provisions all officers who were commissioned after the first day of December, 1781, who were not in the service prior to the date of their commissions.
