MORNING SESSION.

The Senate met pursuant to adjournment.

The journal of yesterday read and approved.

Senator Dobyns, from the Committee on Constitutional Amendments, reported the following resolution, which was read first and secand times and adopted:

Resolved, That the Clerk of the Supreme Court be and he is hereby requested to furnish the Senate with the following information from the records in his office, at as early a day as possible:

1st. The number of cases upon the docket of said court at the time of the consolidation of its different branches in 1876.

2d. The number of cases brought into said court by such consolidation.

3d. The number of cases which have been entered upon said docket each year since such consolidation, and what number of the same were criminal cases and what number extraordinary writs.

4th. The number of cases disposed of by said court each year since such consolidation, and what number of the same were criminal cases and what number extraordinary writs.

5th. The number of cases now standing upon said docket, and what number of the same are criminal cases and what number extraordinary writs.

Senator Morrison introduced Senate bill No. 67, entitled "An act to revise and amend chapter 150 of the General Statutes of Missouri, 'Of schools;'" which was read first time and 50 copies ordered printed in pamphlet form.

Senator Walker introduced Senate bill No. 68, entitled "an act to provide for the public printing, and to elect a public printer;" which was read first time and 50 copies ordered printed.

Senator Heaston introduced Senate bill No. 69, entitled "An act in reference to printing, binding and stationery for the State;" which was read first time and ordered not printed.

Senator Edwards of St. Charles presented a memorial from Oakland Grange, which was referred to the Committee on Retrenchment and Reform.

On second reading of bills:

Senate joint and concurrent resolution No. 5 was taken up, read first time and referred to the Committee on Printing.

Senate bill No. 33 was taken up, read second time and referred to the Committee on Criminal Jurisprudence.

Senate bill No. 35 was taken up, read second time and referred to the Committee on Judiciary.

Senate bill No. 40 was taken up, read second time and referred to the Committee on Criminal Jurisprudence.

Senate bill No. 43 was taken up, read second time and referred to Committee on Judiciary.

Senate bill No. 44 was taken up, read second time and referred to Committee on Roads and Highways.

Senate bill No. 46 was taken up, read second time and referred to Committee on Judiciary.

Senate bill No. 56 was taken up, read second time and referred to Committee on Education.

Senator Dobyns offered the following resolution :

Resolved, That all bills and resolutions introduced in the Senate and required to be printed, shall be printed and distributed among the members in the order in which they are numbered, unless otherwise ordered by the Senate; which was read first and second times and adopted.

On second reading, Senate joint and concurrent resolution No. 6 was taken up, read the second time and referred to Committee on Ways and Means.

Senate bill No. 54 was taken up read the second time and referred to Committee on Ways and Means.

Senate bill No. 65 was taken up, read second time and referred to Committee on Judiciary.

The following messages were received from the House of Representatives through Mr. Hawley, Chief Clerk:

MR. PRESIDENT: I am instructed by the House to inform the Senate that the House has taken up, read third time and passed House joint and concurrent resolution No. 3, "In relation to the sale or giving away of leaf tobacco, as affected by the revenue laws of the United States," in which the concurrence of the Senate is respectfully requested.

MR. PRESIDENT: I am instructed by the House to inform the Senate that the House has taken up, read third time and passed substitute for House bill No. 102, entitled "An act to amend section 7103 Revised Statutes, relating to school funds," in which the concurrence of the Senate is respectfully requested.

MR. PRESIDENT: I am instructed by the House to inform the Senate that the House has taken up, read third time and passed substitute for House bill No. 30, entitled "An act to amend section 2884, article 5, chapter 44 of the Revised Statutes of Missouri, 'Of replevin,"" in which the concurrence of the Senate is respectfully requested.

House bill No. 1, entitled "An act relating to street railroads," was taken up and read first time.

House joint and concurrent resolution No. 3, "In relation to the sale or giving away of leaf tobacco as affected by the revenue laws of the United States," was taken up and read first time.

Substitute for House bill No. 102, entitled "An act to amend ṣection 7103 Revised Statutes, relating to county school funds," was taken up and read first time.

Senator Pehle introduced Senate bill No. 70, entitled "An act to amend section 5429, ceapter 97 of the Revised Statutes of Missouri, entitled 'Of dogs;'" which was read first time and 50 copies ordered printed.

Senator Walker introduced Senate bill No. 71, entitled "An act authorizing judges of probate courts to complete records which their prodecessors have left unfinished, and to provide their compensation therefor;" which was read first time and 50 copies ordered printed.

Senator Naylor introduced Senate bill No. 72, entitled "An act to amend chapter 119 of the Revised Statutes, entitled 'Of insurance,' by providing for the imposition and collection of fines and penalties;" which was read first time and 50 copies ordered printed.

Senator Morrisson introduced Senate bill No. 73, entitled "An act to appropriate money for the redemption of certain Union Military Bonds;" which was read first time and 50 copies ordered printed.

Senator DeArmond introduced Senate bill No. 74, entitled "An act to amend section 640, chapter 17 of the Revised Statutes of Missouri, entitled 'Of commissioners of deeds;" which was read first time and 50 copies ordered printed.

Senator DeArmond introduced Senate bill No. 75, entitled "An act to amend section 3665 of the Revised Statutes of Missouri concerning abatement and revival of suits;" which was read first time and 50 copies ordered printed.

Senator DeArmond introduced Senate bill No. 76, entitled "An act to amend sections 5614 and 5622, chapter 103, Revised Statutes of Missouri, regarding the fees of constables and justice of the peace;" which was read first time and ordered not printed.

Senator Morrisson submitted the following report from the Committee on Ways and Means:

MR. PRESIDENT: Your Committee on Ways and Means, to whom was referred Senate joint and concurrent resolution, entitled "Joint and concurrent resolution authorizing and instructing the committee appointed by the Governor to settle with the Auditor and Treasurer to cancel vouchers and destroy warrants in the Auditor's and Treasurer's offices," beg leave to report that they have considered the same, and recommend that it do pass.

The bill so reported, being Senate joint and concurrent resolution No. 6, was taken up, and Senator DeArmond offered the following amendment:

Amend Senate joint and concurrent resolution No. 6, by striking out the following words and figures commencing in the seventh line, printed bill: "And that said committee proceed to cancel all vouchers for moneys drawn from the Treasury for the years 1877 and 1878, and that they destroy all warrants paid by the Treasurer and yet remaining in his office for said years, for the reason that the report of the committee selected by the Governor to make settlement with said officers and to cancel vouchers and destroy warrants drawn thereon for said years 1877 and 1878, was not approved by the Thirtieth General Assembly;" which was read first and second times, and, pending consideration, on motion of Senator Morrisson, the bill and amendment were laid over informally.

Senator Rouse submitted the following report from the Committee on Privileges and Elections:
