The president announced that all other business would be suspended and directed the secretary to read at length Senate bill No. 155, entitled "An act to amend section 295, article 14, chapter 1 of the Revised Statutes of Missouri, relating to appeals in administration."

The bill was read at length, no other business intervening and no objection being made, it was signed by the president in the presence of the Senate in open session, no objection being made, it was signed. by the president in the presence of the Senate in open session.

The president announced that all other business would be suspended, and Senate joint and concurrent resolution No. 9, entitled "Joint and concurrent resolution authorizing and directing the Secretary of State to deliver to the librarian of the State University eight copies of the Revised Statutes of Missouri," read at length.

The bill was so read and no other business intervening and no objection being made, was signed by the president in the presence of the Senate in open session.

All of said bills were immediately taken to the House of Representatives for the signature of the Speaker, and they were this day presented to the Governor, approval by the secretary.

The following message was received from the Governor and read: SIR: I return to the Senate, with my approval endorsed thereon, a bill of the following title:

"An act to appropriate money for the payment of the city of New York, fiscal agent of the State, for the payment of bonds of the State and interest coupons as they fell due, from the year 1872 to December 31, 1880."

And has also taken up, amended and passed Senate bill No. 190, entitled "An act to amend article eight of chapter one hundred and sixty-two of the Revised Statutes of Missouri, entitled 'Of township organization,' by adding a new section thereto, in reference to procuring record books and stationery :"

In all of which the concurrence of the Senate is respectfully requested.

The president announced that all other business would be suspended, and directed the secretary to read at length House bills Nos. 581, entitled "An act to amend section 5250, chapter 94, Revised Statutes of 1879, entitled 'Of county boundaries;'" House bill No. 341, entitled "An act fixing the number of directors of public school boards and prescribing the qualifications of electors therefor;" and House bill No. 689, entitled "An act to regulate the expense and supervision of

reclaiming contiguous bodies of swamp and overflowed lands situate in two or more counties in this State," and that unless objections be made he would sign the same to the end that each may become a law.

The bills were read in the order named at length by the secretary, no objections being made; the presiding officer, in the presence of the Senate, in open session, and no other business intervening, affixed his signature thereto, in the order in which they were read, no other business intervening between the reading and signing of each bill.

MR. PRESIDENT: Your Committee on Judiciary, to whom was referred House bill No. 525, entitled "An act to amend section eleven hundred and sixty-three, chapter twenty-three, article four of the Revised Statutes of the State of Missouri, relating to 'Courts of record,"" beg leave to report that they have considered the same, and recommend that it do pass with the accompanying amendment.

The bill to be reported being House bill No. 525, entitled “An act to amend section 1163, chapter 23, article 4, Revised Statutes, relating to Courts of record,'" was taken up, and the following amendment, reported by the committee, read first and second times and adopted:

Amend the bill by striking out all after the enacting clause, and inserting the following in lieu thereof: SEC. 1. Section eleven hundred and sixty-three, chapter twenty-three of the Revised Statutes of Missouri is hereby amended by striking out the words: "in the county of Lincoln, on the first Monday after the fourth Monday in March, and on the second Monday in October," in third and fourth lines of said section, and by striking out the words "January and June," in the sixth line of the section, and inserting in lieu thereof the words "May and November," so that said section as amended, shall read as follows: Section 1163. In the nineteenth judicial circuit: in the county of St. Charles, on the first Mondays in March and September, in the county of Warren, on the third Monday in April, and on the fourth Monday

in October; in the county of St. Louis on the second Mondays in May and November.

The bill, as amended, was then read third time and passed by the following vote:

PRESIDENT: Your Committee on Ways and Means, to whom was referred Senate bill No. 234, entitled "An act to appropriate money for the purpose of enlarging the main edifice of the University of the State of Missouri, at Clumbia," beg leave to report that they have considered the same, and recommend that it do not pass.

The bill so reported, being Senate bill No. 234, was taken up and laid over informally.

Senate bill No. 243 was called up, and the following amendment reported by the committee, was read first and second times and and adopted:

Amend by striking out all after the enacting clause and insert the following:

Section 1. Add to chapter 129 of the Revised Statutes, of merchant's licenses, a new section, to be numbered section 6341a, as follows:

Section 6341a. The collector of the revenue in cities having more than three hundred thousand inhabitants, shall assess and collect upon all statements of merchants and manufacturers received by him, under any law or ordinance of any such city, the same rate for school tax which is assessed on real estate for school purposes during the current year in which such licenses are issued..

Senate bill No. 182, entitled "An act to amend section 7628, article 1, chapter 164, Revised Statutes, entitled 'Of the State treasury," was taken up, read a third time and passed by the following vote:
