MR. PRESIDENT: I am instructed by the House to inform the Senate that the House has taken up, amended, and passed Senate bill No. 139, entitled "An act to provide for the medical treatment of insane criminals, and to appropriate money therefor."

In which the concurrence of the Senate is respectfully requested.

A message was received from the Governor, through his private Secretary, Mr. Farr, which was read:

STATE OF MISSOURI, EXECUTIVE DEPARTMENT, CITY OF JEFFERSON, March 23, 1881. SIR: I return to the Senate, with my approval endorsed thereon, bills of the following titles:

"An act to consolidate the permanent school fund and the seminary fund in certificates of indebtedness of the State, bearing six per cent. interest, and to provide for cancelling the State bonds and certificate of indebtedness, now held in trust for said funds."

marriage license," was taken up, read third time, and Senator Edwards of St. Charles offered the following amendment, which was agreed to: Amend section 3, line 8, by inserting between the words "shall" and "in" the word "State."

Senator Morrisson offered the following amendment, which was

'read:

Amend section 2 by striking out all of said section to the word "issue," in the third line printed bill, and inserting the following in lieu thereof:

"Section 2. All civil officers authorized under the laws of this State to solemnize marriages, shall, upon the application of any person legally entitled to a marriage license to," and by striking out of the 8th line, printed bill the words "or ordained preacher of the gospel," and by striking out of the 11th line, printed bill, the following words: "who is the age of 21 years," and by striking out all after line 12, printed bill of said section.

The ayes and nays being demanded, the amendment was lost by the following vote:

NOES-Senators Allen, Bradley, Bryant, Bland, Cabell, Caldwell, Cottey, DeArmind, Dobyns, Dungan, Edwards of Lafayette, Edwards of St. Charles, Gottschalk, Headlee, Heard, Heaston, Hutt, Jacobs, Lloyd, McGrath, McMahan, Mabrey, Mackay, Manistre, Manring, Morrisson, Naylor, Pehle, Perkins, Rogers, Rouse and Stephens-32.

Senator Bradley offered the following amendment:

Amend section 6 by striking out in line 9 the words "the issuing of the same," and insert the words "solemnizing the marriage," which was read first and second times, and pending consideration, Senator DeArmond moved that the Senate adjourn.

The ayes and nays being demanded, the motion was lost by the following vote:

AYES Senators Allen, Bradley, DeArmond, Edwards of St. Charles, Gottschalk, Heaston, McGrath, Mabrey, Mackay and Morrisson-10.
