The journal of yesterday read and approved.

The following message was received from the House of Representatives through Mr. Purdom, one of the clerks:

MR. PRESIDENT: I am instructed by the House to inform the Senate that the House has taken up and passed Senate bill No. 160, entitled "An act to amend section 3311, chapter 52 of the Revised Statutes of the State of Missouri, entitled 'Of mortgages and deeds of trust:""

Also, taken up substitute for House bills Nos. 311 and 440, entitled "An act to amend section 6785 of article 4 of chapter 145, of the Revised Statutes of the State of Missouri of 1879, entitled 'Settlements of collectors," and concurred in Senate amendments thereto as follows:

Amendment No. 1. Amend by striking out after the word "follows," in line 2, printed bill, the following words: Amend subdivision one by striking out the word "five," in the third line, and inserting the word "ten" in the place thereof.

Amend subdivision two of said section by striking out the word "five," in second line, and inserting the word "ten" in the place thereof and by striking out the word "ten," in the third line, and inserting the word "twenty" in the place thereof.

Amend subdivison 3 of said section by striking out the word "ten," in the second line, and inserting the word "twenty" in place thereof, and by striking out the word "fifteen," in the third line and inserting the word "thirty" in lieu thereof, and by striking out the word "seven" and inserting the word "six" in lieu thereof.

Amend subdivision 4 of said section by striking out the word "fifteen," in second line, and inserting the word "thirty" in the place thereof, and by striking out the word "twenty-five," in the third line, and inserting the word "fifty" in lieu thereof, and by striking out the word "six," in the third line, and inserting the word "five" in lieu thereof.

Amend subdivision 5 by striking out the words "twenty-five," in the second line, and inserting in lieu thereof the word "forty," and by

striking out the word "forty," in the third line, and inserting the word "sixty," and further by striking out the word "five," in the third line, and inserting in lieu thereof the word "four."

Amend subdivision 6 by striking out of the second line the word "forty," and inserting in the place thereof the word "sixty," and by striking out of the third line the word "sixty," and inserting the word "eighty" in lieu thereof, and further by striking out of the third line the word "four," and inserting in lieu thereof the word "three."

Amend subdivision 7 by striking out of the second line the word "sixty," and inserting in lieu thereof the word "eighty," and by striking out of the third line the word "eighty," and inserting in lieu thereof the words "one hundred," and further by striking from the third line the word "three," and inserting the words "two and one-half" in lieu thereof.

Amend subdivision 8 by striking out of the second line the word "eighty," and substituting in lieu thereof the words "one hundred," and by striking out of the third line the word "twenty," and inserting in lieu thereof the word "thirty," and by striking out of the fourth line the word "half," and inserting the word "fourth" in lieu thereof.

Amend subdivision 9 by striking out the word "twenty," in the second line, and inserting in lieu thereof the word "thirty," and by striking out of the third line the word "fifty," and inserting the word "ninety" in lieu thereof.

Amend subdivision 10 by striking out of the second line the word "fifty," and inserting in lieu thereof the word "ninety," and by striking out of the fourth line the word "one-half," and inserting in lieu thereof the words "three-fourths," and insert in lieu thereof the following:

Amend subdivision 10 by striking out of the fourth line of said subdivision the words "one and one-half per cent.," and by inserting in lieu thereof the words "one and three-fourths per cent."

Amendment 2. Amend by inserting after the words "five hundred," in line 64, printed bill, these words: "Amend subdivision thirteen" by adding after the word "comptroller" the following: "Providvd, however, that this act shall not apply to any county adopting township organization."

Amendment 3. Amend by striking out after the word "more," in the 69th line, printed bill, the following words:

I. In each county in this State wherein the State, county, bridge, road, school, and all other local taxes, including merchants' and dramshop licenses assessed and levied for any one year, amounts to ten thousand dollars or less, a commission of ten per cent. on the amount collected.

II. In all counties wherein the total amount of all such taxes and licenses levied for any one year is over ten thousand dollars and less than twenty thousand dollars, a commission of eight per cent. on the amount collected.

III. In all counties wherein the total amount of all such taxes and licenses levied for any one year is more than twenty thousand dollars and less than thirty thousand dollars, a commission of six per cent. on the amount collected.

IV. In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds thirty thousand dollars and less than forty thousand dollars, a commission of five per cent. on the amount collected.

V. In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds forty thousand dollars and is less than sixty thousand dollars, a commission of four per cent. on the amount collected.

VI. In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds sixty thousand dollars and is less than eighty thousand dollars, a commission of three per cent. on the amount collected.

VII. In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds eighty thousand dollars. and is less than one hundred thousand dollars, a commission of two and one-half per cent. on the amount collected.

VIII. In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds one hundred thousand dollars and is less than one hundred and thirty thousand dollars, a commission of two and one-fourth per cent. on the amount collected.

IX. In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds one hundred and thirty thousand dollars and is less than one hundred and ninety thousand dollars, a commission of two per cent. on the amount collected.

X. In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds one hundred and ninety thousand dollars and is less than two hundred and fifty thousand dollars, a commission of one and three-fourths per cent. on the amount collected, and insert in lieu thereof the following:

First-In each county in this State wherein the whole State, county, bridge, road, school, and all other local taxes, including merchants' and dramshop licenses assessed and levied for any one year, amounts to five thousand dollars or less, a commission of ten per cent. on the amount collected.

Second-In all counties wherein the total amount of all such taxes and licenses levied for any one year is over five thousand dollars and less than ten thousand dollars, a commission of eight per cent. on the amount collected.

Third-In all counties wherein the amount of all such taxes and licenses levied for any one year is more than ten thousand dollars and less than fifteen thousand dollars, a commission of seven per cent. on the amount collected.

Fourth-In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds fifteen thousand dollars. and is less than twenty-five thousand dollars, a commission of six per cent. on the amount collected.

Fifth-In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds twenty-five thousand dollars and is less than forty thousand dollars, a commission of five per cent. on the amount collected.

Sixth-In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds forty thousand dollars and is less than sixty thousand dollars, a commission of four per cent. on the amount collected.

Seventh-In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds sixty thousand dollars and is less than eighty thousand dollars, a commission of three per cent. on the amount collected.

Eighth-In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds eighty thousand dollars and is less than one hundred and twenty thousand dollars, a commission of two and one-half per cent. on the amount collected.

Ninth-In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds one hundred and twenty thousand dollars and is less than one hundred and fifty thousand dollars, a commission of two per cent. on the amount collected.

Tenth-In all counties wherein the total amount of all such taxes and licenses levied for any one year exceeds one hundred and fifty thousand dollars and is less than two hundred and fifty thousand dollars, a commission of one and three-fourths per cent. on the amount collected.

Amendment No. 4. Amend section (1) subdivision twelve, lines 122 and 123, printed bill, by inserting after the words "five hundred thousand," the word "dollars."

Amendment No. 5. Amend section (1) subdivision thirteen, line 196, printed bill, by striking out the word "county" and inserting in lieu thereof the word "court."

Also, taken up House bill No. 459, entitled "An act entitled an act to regulate the sale of medicines and poisons by druggists and pharmacists, and refused to concur in the following Senate amendments thereto :

Amendment No. 1-Amend section 7, line 1, by inserting after the word "pharmacist" the words "apothecary or owner of any drug store." Amendment No. 2-Amend bill by striking out section 10.

Amendment No. 3-Amend by renumbering section 11 as section 10; section 12 as section 11; section 13 as section 12, and section 14 as section 13.

And concurred in the following Senate amendment thereto, as follows:

Amend section 6, line 6, by striking out the word "five" and inserting in lieu thereof the word "three."

And also requested a Committee of Conference to adjust the differences between the two Houses, and have appointed on behalf of the House Messrs. Harrington, Anthony of Nodaway and Sears members of said committee:

Also, taken up, amended and passed Senate bill No. 41, entitled "An act to appropriate money for the support of the State government for the years 1881 and 1882," in which the concurrence of the Senate is respectfully requested.

Senator Bradley submitted the following reports from the Committee on Enrolled Bills, which were read:

MR. PRESIDENT: Your Committee on Enrolled Bills have carefully examined and find truly enrolled Senate bill No. 204, entitled "An act to exempt the husband from the payment of debts of the wife contracted before marriage:"

MR. PRESIDENT: Your Committee on Enrolled Bills have carefully examined and find truly enrolled Senate bill No. 157, entitled "An act to amend section 5824, chapter 116 of the Revised Statutes of the State of Missouri, relating to insane persons."

The president announced that all other business would be suspended and directed the secretary to read at length Senate bill No. 157, entitled "An act to amend section 5824, chapter 116 of the Revised Statutes of the State of Missouri, relating to insane persons."

The bill was read at length, and no objection being made the presiding officer, in the presence of the Senate in open session, and no other business intervening, affixed his signature to said bill. It was then taken to the House of Representatives, read at length and signed by the Speaker and immediately presented to the Governor by the secretary for his approval.
