The following amendment to the title of the bill was read:

Amendment No. 3. Amend title of Senate bill No. 41 by inserting after the word "money" the words "to supply a deficiency in the appropriation."

The amendment was adopted and the title, as amended, agreed to. Senator Cottey moved to reconsider the vote by which the bill passed, and to lay the motion to reconsider on the table; the latter motion prevailed.

Senate bill No. 236 was taken up and the following House amend. ment, having been printed for the use of the Senate, was read:

Amend section 1 of Senate bill No. 236 by adding after the word "excepted" in last line of said section the words "or bonds of the United States or of any county of this State: Provided further, that whenever there is any money in the State Treasury not necessary to defray the current expenses of the State government and to meet the appropriations made by law, it shall be the duty of the State Auditor and he is hereby authorized and required to transfer the same to the State sinking fund, and the same is hereby appropriated for the purpose of paying the State debt, or any portion thereof, and the interest thereon as it falls due, and other purposes, as provided in this section.

The amendment was not concurred in by the following vote: AYES-Senators Bland, Cabell, Cottey, Headlee, Heard, McGrath, McMahan, Mabrey, Mackay, Perkins, Stephens and Walker-12.

The following message was received from the House of Representatives through Mr. Purdom, one of the clerks :

MR. PRESIDENT: I am instructed by the House to inform the Senate that the House has taken up substitute for House bill No. 342, entitled an act to amend sections 7049 and 7067 of the Revised Statutes

of Missouri, 1879, relating to the laws and manner of making and returning school enumerations," and concurred in Senate amendment thereto, as follows:

Amend by striking out the title and inserting in lieu thereof the following:

An act to amend article 1 of chapter 150 of the Revised Statutes entitled of "schools," by striking out section 7049, and substituting a new section in lieu thereof, to be numbered section 7049.

Also, Senate bill No. 50, entitled "An act to appropriate money, and to provide for the payment of the Rolla board of education."

Also, Senate bill No. 129, entitled "An act to repeal an act entitled 'An act to provide for the exercise of the right of voting by persons who have failed to register." Emergency clause passed.

The President announced that all other business would be suspended and directed the Secretary to read at length House bill No. 464, entitled an act to amend section 6733, chapter 145, Revised Statutes of Missouri, entitled collectors bonds." The bill was read at length. No other business intervening, and no objections being made, the President in the presence of the Senate in open session signed said bill.

Senator Perkins submitted the following report from the Committee on Roads and Highways, which was read:

MR. PRESIDENT: Your Committee on Roads and Highways, to whom was referred House bill No. 641, entitled "An act relating to roads and highways, adding two new sections thereto," beg leave to report that they have considered the same, and recommend that it do pass.

The bill so reported, being House bill No. 640, was taken up, and laid over informally.

Senator DeArmond offered the following resolution:

Resolved, That the Ways and Means Committee be and they are instructed to forthwith return to the Senate for its further consideration House bill No. 670, entitled "An act to amend article eight of chapter one hundred and forty-five of the Revised Statutes of Missouri of 1879, by adding a new section thereto, concerning the assessment and taxation of railroads."

Read first and second time and Senator Cottey moved to lay the resolution on the table.

On motion of Senator Heaston the resolution and substitute were laid over informally.
