Amend section 1 of Senate bill No. 236 by adding after the word "excepted" in last line of said section the words "or bonds of the United States or of any county of this State: Provided further, that whenever there is any money in the State Treasury not necessary to defray the current expenses of the State government and to meet the appropriations made by law, it shall be the duty of the State Auditor and he is hereby authorized and required to transfer the same to the State sinking fund, and the same is hereby appropriated for the purpose of paying the State debt, or any portion thereof, and the interest thereon as it falls due, and other purposes, as provided in this section.
