The following message was received from the Governor through his Private Secretary, Mr. Farr.

STATE OF MISSOURI, EXECUTIVE DEPARTMENT,)
CITY OF JEFFERSON, March 26, 1881.

SIR: I return to the Senate, without my approval, Senate No. (236) two hundred and thirty-six, for the following reasons: To invest the Fund Commissioners with the power to purchase or deal in the county bonds of this State, with any money that may be in the sinking fund would, in my opinion, place a power in their hands dangerous to the credit of the State.

Which was read, and on motion, the bill so returned, being Senate bill No. 236, was taken up, and the question being, "Shall the bill pass, the objections of the Governor thereto notwithstanding?" the roll of the Senate was called, and the bill failed to pass by the following vote:

AYES-None.

NOES Senators Allen, Bryant, Bland, Cottey, DeArmond, Dobyns, Dungan, Edwards of Layfayette, Edwards of St. Charles, Headlee, Heard, Hutt, McGrath, Mabrey, Morrisson, Naylor, Rogers, Rouse and Walker-19.

ABSENT- Senators Cabell, Gottschalk, Mackay, Manistre and Stephens-5.

ABSENT ON LEAVE-Senators Bradley, Byrns, Caldwell, Heaston, Jacobs, Lloyd, McMahan, Manring, Pehle and Perkins-10.

The following message was received from the House of Represenatives through Mr. Purdom, one of the clerks:

MR. PRESIDENT: I am instructed by the House to inform the Senate that the House has taken up House bill No. 253, entitled "An act to amend article 1 of chapter 117, entitled 'Inspection of petroleum,'" and concurred in Senate amendment thereto, as follows:

Amend line 5, section 1, by striking out "4852a" and inserting "5852a" in lieu thereof.

The President announced that all other business would be suspended, and directed the Secretary to read at length House bill No. 728, entitled "An act to define and construe the fourth paragraph of section 3489 of article four (4) of chapter fifty-nine (59) of the Revised Statutes, entited 'Of the manner of commencing suits and the service. of notices,' of practice in civil cases," and that unless objection be made he would sign to the same to the end that it might become a law.

Said bill was thereupon read at length by the Secretary of the Senate, in the presence of the Senate, in open session, and no other business intervening, and no objection being made, the presiding officer, affixed his signature thereto.

The President announced that all other business would be suspended and directed the Secretary to read at length House bill No. 459, entitled "An act to regulate the sale of medicines and poisons by druggists and pharamacists," and that unless objection be made he would sign the same to the end that it might become a law.

The bill was read at length, no other business intervening, and no objection being made, the President, in the presence of the Senate, in open session signed said bill.

The President announced that all other business would be suspended and directed that substitute for House bills Nos. 311 and 440, entitled "An act to amend section 6785 of article 4 of chapter 145 of the Revised Statutes of the State of Missouri of 1879, entitled 'Settlements of collectors,"" be read at length, and that unless objection be made he would sign the same to the end that it might become a law.

Said bill was thereupon read at length by the Secretary, in the presence of the Senate, in open session, no other business intervening, and there being no objection interposed, the President affixed his signature thereto.

Senator Dobyns submitted the following report from the Committee on Judiciary, which was read:

MR. PRESIDENT: Your Committee on Judiciary, to whom was referred House bill No. 159, entitled "An act to repeal section three thousand four hundred and sixty-eight (3468), article one (1), chapter fifty-nine (59) of the Revised Statutes of Missouri, 'Of practice in civil

cases,' and enact a new section in lieu thereof," beg leave to report that they have considered the same, and I am instructed by a majority of your committee to report the same back with the recommendation that it do not pass.

The bill so reported, being House bill No. 159, was taken up, and on motion, laid over informally.

Senator Cabell, from the Committee on Immigration, returned Senate bills Nos. 31 and 87, with the recommendation that they do not pass, and on motion, said bills were laid on the table.

Senator Hutt submitted the following reports from the Committee on Enrolled Bills, which were read:

MR. PRESIDENT: Your Committee on Enrolled Bills have carefully examined and find truly enrolled Senate bill No. 217, entitled "An act to appropriate money for the payment of the services of James S. Rollins as a member of the General Assembly the State of Missouri."

MR. PRESIDENT: Your Committee on Enrolled Bills have carefully examined and find truly enrolled Senate bill No. 150, entitled "An act to amend section eight hundred and six (806), article two (2) chapter twenty-one (21) of the Revised Statutes, entitled 'Of private corporations."

MR. PRESIDENT: Your Committee on Enrolled Bills have carefully examined and find truly enrolled Senate bill No. 227, entitled "An act to amend section 5607, chapter 103 of the Revised Statutes of Missouri, entitled 'Of fees.""

The President announced that all other business would be suspended, and directed that Senate bill No. 227, entitled "An act to amend section 5607, chapter 103 of the Revised Statutes of Missouri, entitled 'Of fees," be read at length, and that unless objection be made, he would sign the same, to the end that it might become a law. "An act to appropriate money for payment of an unpaid balance of the salary of P. H. Edwards, formerly judge of the 14th judicial circuit of the State of Missouri."

And a joint and concurrent resolution of the following title:

"Joint and concurrent resolution urging Congress to provide for a survey and preparation of sectional and schedule maps of the swamp and overflowed lands in southeast Missouri, and northeastern Arkansas."
